The Delta State House of Assembly on Thursday approved the ₦200 billion 2025 Supplementary Appropriation Bill, increasing the state’s total budget size to ₦1.179 trillion.
The bill was passed following the presentation and adoption of the report of the House Committee on Finance and Appropriation during plenary, presided over by the Speaker, Rt. Hon. Emomotimi Guwor.
Presenting the committee’s report, the Chairman, House Committee on Finance and Appropriation, Hon. Marilyn Okowa-Daramola, said the proposed budget augmentation and re-ordering of selected revenue and expenditure heads were necessitated by prevailing fiscal realities and emerging obligations of the state.
According to her, “The proposed adjustments are critical, reasonable and justifiable, considering current fiscal realities and the need to address priority commitments of the state government.”
Hon. Okowa-Daramola explained that the supplementary budget was timely and in full compliance with the provisions of the 1999 Constitution of the Federal Republic of Nigeria, as amended.
“The Supplementary Appropriation Bill is designed to strengthen the capacity of the state government to meet maturing obligations and deliver on priority projects in the overall interest of Delta State,” she said.
She disclosed that the committee recommended an upward review of the 2025 budget to ₦1,179,228,818,719.00, following the additional ₦200 billion provision.
After the report was adopted, the Speaker, Rt Hon Emomotimi Guwor called for a motion to suspend relevant sections of the House Rules to allow the bill to scale third reading, after which it was passed.
Commending members of the House and the Committee on Finance and Appropriation for their sense of urgency, Rt. Hon. Guwor said the passage of the supplementary budget reaffirmed the commitment of the 8th Assembly to the growth and development of the state.
“This House has once again demonstrated its resolve to place the welfare and development of Deltans above all other considerations,” the Speaker said.
He also praised Governor Sheriff Oborevwori for what he described as transparent, exemplary and visionary leadership, noting that the approval of the bill would unlock additional resources for infrastructure and human capital development across the state.
“The passage of this bill will further empower the executive to deliver critical projects and programmes that will positively impact the lives of our people,” Guwor added.
